    This report presents a vision for establishing a park at the City View business complex in Richland, WA. The proposed site features quality shrub-steppe habitat and access to riparian habitat along the shoreline of the Yakima River. A special feature is the Yakima Bluffs, providing a view of deposits from multiple ice age floods, the largest recorded floods known to have occurred on Earth. These attributes and others come together to make this an ideal environmental learning park. As an urban wildland and open space with a beautiful view of the river, located within a business center and within walking distance of residential areas, many will visit the park simply for its aesthetic qualities.
